The ICARUS mission was introduced during the 33rd annual meeting of the Space Frequency Coordination Group (SFCG-33) by a German delegation of the DLR (German Air and Space) and the MPIO (Max-Planck-Institute for Ornithology). Prof. Martin Wikelski, principle investigator of this project, presented the ICARUS mission  personally and applied for an ICARUS frequency band which will be used for the uplink and the downlink to/from the ISS (International Space Station).
